What is EOTA?
 

    The European Organisation for Technical Approvals (EOTA) comprises the Approval Bodies nominated to issue European Technical Approvals (ETAs) by EU Member States and EFTA States who have contracted to the European Economic Area Agreement.
    A construction product with an ETA, satisfying the Attestation of Conformity provisions, can carry
CE marking and can be placed on the market in any of these EEA countries.
EOTA has been constituted as a legal body under Belgian law, with four organisational levels: Plenary Meeting - Executive Commission - Technical Board - Working Groups.
    The role of EOTA is primarily to monitor and progress the drafting of ETA Guidelines (
ETAGs) and to co-ordinate all activities relating to the issuing of ETA's. EOTA operates in close co-operation with the European Commission, EFTA, CEN, European trade associations and industrial organisations, who are also present as observers at various EOTA levels.
EOTA is born out of the Construction Products Directive 89/106/EC (CPD). The goal of the
CPD is the removal of technical barriers in the construction products sector through :

  • compliance of works with the six Essential Requirements
  • transformation of the six Essential Requirements to product requirements by means of Interpretative Documents
  • determination of performances for products used in the works by technical specifications
  • attestation of conformity of the product
  • CE marking of the product

    Products are fit for their intended use if they comply with a Harmonised Standard, a European Technical Approval or a non-harmonised technical specification recognised at EC level.
 

What is an ETA?

    A European Technical Approval (ETA) for a construction product is a favourable technical assessment of its fitness for an intended use, based on the contribution made by this product to the fulfilment of the six Essential Requirements, as stated in the CPD for the construction works in which the product is installed.
    An ETA can be granted when any of the following conditions apply:

  • no relevant Harmonised Standards for the product exist
  • no mandate for such a Standard has been given by the European Commission
  • the European Commission considers that a Standard cannot be developed (yet)
  • a product deviates significantly from the relevant Harmonised Standards

    In conjunction with an Attestation of Conformity procedure (which is intended to ensure that the product specification set out in an ETA is maintained by the manufacturer), ETAs allow manufacturers to place CE marking on their products.
Although in certain circumstances it may be possible for an ETA to be issued on the basis of a common assessment procedure agreed among
EOTA members (according to the art. 9.2 of the Council Directive 89/106/EEC) in most cases an ETA for a product will be granted to a manufacturer based on the assessment principles set out in an ETA Guideline for the relevant product sector. When a European Technical Approval has been issued it is valid in all EEA countries, for a period of five years, renewable thereafter.
 

What is an ETAG?

    An ETA Guideline (ETAG) is a document drafted by and for the EOTA Approval Bodies as a result of a mandate from the European Commission and EFTA. Its basic aim is to establish how Approval Bodies should evaluate the specific characteristics/requirements of a product or family of products. According to the CPD Guidelines must comprise the following:

  • a list of the relevant Interpretative Documents
  • the specific requirements for the products within the meaning of the Essential Requirements
  • the test procedures
  • the methods of assessing and judging the results of the tests
  • the procedures related to the Attestation of Conformity
  • the period of validity of the approval

    An ETAG is a binding document which requires the approval of EOTA, the consultation of the Standing Committee and the publication by Member States in their respective official language(s).
    In order to ensure that ETAGs are as technically sound as possible, EOTA is strongly in favour of co-operation with other bodies, in particular with European industrial organisations. In
Working Groups it is especially important that all interested parties who can contribute in a positive way have the possibility to participate. EOTA encourages therefore co-operation to take place on all levels and in the most suitable form.
    Technical experts of relevant European industrial organisations can contribute directly as members of Working Groups, provided they are designated by these organisations on the basis of their technical experience in the subject concerned and in order to contribute in an impartial but positive way.

EOTA Technical Reports

EOTA Technical Reports are developed as supporting reference documents to European Technical Approval Guidelines (ETAG) and can also be applicable in cases where the assessment of the products is adopted by the Approval Bodies acting jointly in EOTA (Article 9.2 of the CPD) or to an EOTA Comprehension Document or an European Technical Approval, as far as reference is made therein.
EOTA Technical Reports go into detail in some aspects and express the common understanding of existing knowledge and experience of the Approval Bodies at a particular point in time.
Where knowledge and experience is developing, especially through approval work, such reports can be amended and supplemented. When this happens, the effect of the changes upon the ETAGs will be laid down in the relevant Comprehension Documents, unless the ETAG is revised.

ETA's with ETAG

 

In product areas where no ETAG exists, ETAs can be awarded where the assessment of the products is adopted by the Approval Bodies acting jointly in EOTA (Article 9.2 of the CPD).

Further details of the handling of this arrangement are given in the EC抯 Common Procedural Rules for Requesting, Preparing and the Granting of European Technical Approvals (CPR ? Commission Decision 94/23/CEE), in particular in sub-sections 3.2.3, 3.2.4 and 3.2.5.

For the time being the EC has informed EOTA that ETAs can be issued according to the procedure of Article 9.2 (Article 8 of the CPD and clause 3.2.2 of the CPR) for the following product area(s).

WHEN IS AN ETA NOT AN ETA?

When looking for an anchor with a European Technical Approval (ETA), a specifier should be careful to ensure that the product actually has been awarded an ETA. The use of an “ETA logo” (there is no formal ETA logo) or the inclusion of the initials “ETA” in the company or product name does not mean that an approval has been awarded. Firstly, the specifier should look for the approval number, this will be in the format: “ETA – 05/1234”. The first two digits indicate the year the approval was first awarded (it may have been amended since) and the last four digits indicate the approval number within that year. What is CE Maring?

 

 An ETA allows a construction product with an associated Attestation of Conformity to be placed on the market with CE marking.

    Attestation of Conformity with a technical specification (the ETA is a technical Specification) makes use of a set of methods of conformity control, the choice and combination of which give rise to six different Attestation of Conformity (AC) systems. (see table below)

    The AC system is decided by the EC for each individual product or product family and given in the mandate for an ETAG.

    When the AC procedure demonstrates conformity with the technical specification, the manufacturer can put the CE marking on his product.
